Sahe is an Australia-trained Timorese Lawyer who specializes in banking and finance law, taxation and commercial contracts, with added skill in disputes across varied corporate sectors. 

Sahe Da Silva is renowned for his attention to detail, which has translated well into his extensive experience in conducting due diligence in Timor-Leste, in his capacity as advisor to acquirers of business interests and to major international banks and other financiers providing financial accommodation to Timor-Leste-based businesses.

Sahe routinely advises international oil companies on a plethora of legal matters, including on production sharing contract terms, JV and contractual disputes, international commercial arbitration, tax law, environmental laws and other resource law compliance issues, including in reference to the Greater Sunrise project.

Prior to founding DTA, Sahe was a banking and finance lawyer with Corrs Chambers Westgarth, one of Australia’s leading law firms. At Corrs, Sahe advised major banks, non-bank financial institutions and private sector borrowers across a variety of finance transactions, including acquisition financing, property development financing, syndicated lending, corporate restructuring and securitisation.

Apart from his legal experience, Sahe is very active on decarbonization, being responsible for co-managing the Rai Matak project (Green Lands, in Tetum) an innovative project funded by the European Union that aims to support the development of the green economy in Timor-Leste, reduce carbon emissions that lead to climate change, bring income to Timorese farmers, reforest environmentally degraded areas and help rural communities thrive. At Rai Matak, Sahe is mainly responsible for Government and Donor Relations, where he routinely engages with all levels of Government on the development of the Timor-Leste green economy.

Sahe has recently been appointed as a Commissioner to the Justice Reform Commission, implemented under the Office of the Prime Minister, with support from the United Nations Development Program (UNDP)

Sahe holds a Bachelor of Business (Major in Accounting) and a Bachelor of Laws (Honours) from the University of Technology, Sydney.

Sahe speaks English, Tetum, and Portuguese.
