Filomena de Almeida joined DTA in 2013, assuming the role of Office Manager and Legal Para-professional, contributing significantly to the firm's operational efficiency, legal expertise, and language services.
As an Office Manager, she established and oversaw office accounting and document management systems, provided strategic advice on recruitment and human resources policies, conducted training sessions for staff, managed day-to-day operations, and cultivated relationships with external suppliers.
In her capacity as a Legal Para-professional, Filomena provided advisory support on complex legal matters, facilitated negotiations, assisted foreign investors and NGOs in Timor-Leste, conducted research, and engaged with public administration and stakeholders across economic sectors.
Filomena specializes in language services, particularly Tetum, adhering to the Acordo Ortográfico (approved by INL). Her invaluable expertise has been contributing to the development of Tetum as a legal language, supporting our commitment to improving accessibility to justice.
Meanwhile, Filomena served as the Executive Secretary to President Lu Olo from 2017 to 2022. She also played a pivotal role as the editor of the Strategic Development Plan proposal during the VIII Government of Timor-Leste.
