Filomena de Almeida joined DTA in 2011, as a Legal Translator and later took on the role of Office Manager, contributing significantly to the firm's operational efficiency, legal expertise, and language services.
As an Office Manager, she established and oversaw office accounting and document management systems, provided strategic advice on recruitment and human resources policies, conducted training sessions for staff, managed day-to-day operations, and cultivated optimal relationships with external suppliers and partners.
Filomena left DTA to serve as the Executive Secretary to President of the Republic Lu Olo and Coordinator of the President Office from 2017 to 2022. She later later joined the Ministry of Planning and Strategic Investment, playing a pivotal role as Co-Editor of the Strategic Development Plan Readjusted for 2023-2038 (PED-R) approved during the VIII Government of Timor-Leste.
Having rejoined DTA in 2023, Filomena specializes in language/translation services, particularly Tetum, where she is a strong advocate for language standardization according to the INL standards. Her invaluable expertise has been contributing to the development of Tetum as a legal language, supporting our commitment to improving accessibility to Justice.
Filomena also provides advisory support on complex cultural matters, facilitates negotiations and engagement with civil society and public sector stakeholders, and conducts research, being in fact the firm’s true “éminence grise”.
Filomena holds a Bachelor’s Degree in Biology (Major in Ecology), from Universidade Eduardo Mondlane (Mozambique); along with technical-vocational course in English for Further Studies (Institute of Languages, Sydney, NSW, Australia) and a Diploma in Applied Science, Biological Techniques (TAFE, Sydney, NSW, Australia).
Filomena speaks Tetum, Portuguese, and English.
