Ross McKinlay joined DTA in March 2023, and has since specialized his practice in environmental and public law.
He has provided legal support on CO2 transport and storage frameworks, voluntary and compliance carbon markets, and emissions reporting under the Paris Agreement. Notably, he contributed to drafting the Climate Change Framework law. He also advises on carbon credit projects, land tenure issues, and benefit-sharing frameworks. Beyond climate law, Ross has worked on oil and gas taxation, resource law compliance, and international arbitration in Timor-Leste. He has also contributed to regulatory assessments in the housing sector and environmental law reform.
With previous roles under a prominent Australian KC and at Clayton Utz, Ross brings Australia common-law expertise in public sector and environmental law.
He holds degrees in Law and International Studies from the University of Sydney, with a scholarship from Australia’s Department of Foreign Affairs for Indo-Pacific studies.
Ross speaks English, Spanish, French, Mandarin, Portuguese, and Tetum.
